NO/YES - Struan Stevenson

Struan Stevenson is a former Tory Councillor who stands outside mainstream party thinking.

His present campaign position - No to the first question on a devolved Scottish Parliament but Yes to tax powers - is regarded as mildly maverick by some, a futile distraction by others.

He says he is rejecting the present proposals, while arguing for fiscal responsibility. He is among the few Tories prepared to forecast in public that devolution could bring electoral gain for the party in Scotland.

Mr Stevenson was born in 1948 and educated at Strathallan School and the West of Scotland Agricultural College.

His first became a local councillor in 1970. He eventually served as leader of Kyle and Carrick District Council and of the Conservative group on the Convention of Scottish Local Authorities (COSLA) from 1986-88.

He has unsuccessfully contested three General Elections as a Conservative candidate: at Carrick, Cumnock & Doon Valley in 1987, Edinburgh South in 1992, and Dumfries in 1997.
