Guillotine
Guillotine is the colloquial term for an 'Allocation of Time Order'. It can be used by the government of the day to force through legislation which it considers important but which is often controversial, by cutting short the time allowed for debate. In these circumstances there is usually strong opposition to a guillotine being imposed.
The procedure starts with MPs having a three hour debate on a Guillotine motion setting out a timetable for the discussion of the remaining stages of the Bill.
If the timetabling motion is approved then the subsequent debates on the Bill will be terminated by the Speaker at the precise times laid down. Guillotines may also be applied to restrict the length of debates in Standing Committees.
There is no use of the guillotine in the House of Lords.
