month. But the underlying rate, which excludes mortgage costs, was down to 2.8%. This fall is expected to confirm the Bank of England's intention to leave interest rates unchanged in the short term.
A fourth Welsh Labour MP has said he will vote against the
government's proposals for a Welsh Assembly in the referendum which will follow
a week after the one in Scotland. Allan Rogers, who represents Rhondda, said he
was bitterly disappointed that the government's proposals did not include the
abolition of the system of unelected quangos in Wales. He joins Llew Smith, Sir
Ray Powell, and the Swansea MP, Alan Williams, who have also said they will
vote "no" next week. The Welsh Secretary, Ron Davies, said he was confident the
anti-devolutionists would not have a serious impact on the government's
campaign.
